Zeyna Kafrouni is the Founder and Principal Attorney of Kafrouni Law PLLC, where she represents licensed contractors in construction and administrative law matters throughout the State of Florida. Her practice is devoted to regulatory defense, licensing issues, and disciplinary proceedings arising within Florida’s professional licensing system.

Prior to establishing her firm, Zeyna served for nearly seven years as a Senior Prosecutor with the Florida Department of Business and Professional Regulation (DBPR). In that capacity, she handled construction-related enforcement matters statewide, managing administrative complaints from initial investigation through final disposition. Her responsibilities included reviewing investigative files, evaluating cases for presentation to Probable Cause Panels, determining if probable cause exists to file administrative complaints, and communicating directly with defense counsel throughout all phases of the disciplinary process.

As a senior attorney within the Department, Zeyna trained and mentored junior attorneys during the early stages of their tenure, providing instruction in case assessment, regulatory procedure, and the application of Florida’s professional licensing laws. Her role required both subject-matter proficiency and careful adherence to statutory and administrative standards governing the construction industry.

During her legal education, she contributed to and published legal scholarship in professional and peer-reviewed publication, reflecting a foundation in research, legal analysis, and written advocacy.

Zeyna’s experience within the regulatory system informs her current practice. Having worked inside the enforcement framework, she brings a comprehensive understanding of investigative processes, evidentiary evaluation, and administrative procedure when representing contractors before Florida licensing authorities.

She earned her Juris Doctor from Nova Southeastern University and is a member in good standing of The Florida Bar.
